Government and Community Liaison Manager (Mining / Government Relations / Stakeholder Engagement / Community Development) – Namibia

Job Description:
Our client, a developing gold mining project in Namibia, is seeking an experienced and strategic Government and Community Liaison Manager to join their project team.
The successful candidate will be responsible for leading government relations, stakeholder engagement, social performance, land access, community development and regulatory liaison activities in support of the project's construction and future operational phases. The role will serve as the primary interface between the company, government authorities, traditional authorities, host communities, regulatory bodies and key external stakeholders, ensuring the project maintains strong relationships, regulatory compliance and its social licence to operate.

Responsibilities:
- Develop and maintain productive relationships with national, regional and local government authorities.
- Coordinate government engagement activities, stakeholder consultations, site visits and regulatory interactions.
- Support and facilitate permitting, approvals and regulatory compliance activities while tracking commitments associated with licences and permits.
- Obtain and manage relevant permits, approvals and authorisations required for project activities.
- Lead the development and implementation of stakeholder engagement strategies across all phases of the project.
- Build and maintain positive relationships with host communities, Traditional Authorities, Regional Councils, Constituency Offices and Communal Land Boards.
- Coordinate relocation activities and support the implementation of a Relocation Action Plan and land access requirements.
- Develop and execute community development initiatives that contribute to sustainable socio-economic development and local capacity building.
- Establish and manage stakeholder grievance mechanisms, ensuring effective resolution and reporting of community concerns.
- Monitor social, political and economic developments and proactively manage stakeholder-related risks.
- Support local employment, workforce development and community communication initiatives in collaboration with Human Resources and contractors.
- Facilitate local procurement and supplier development programmes to maximize local participation and economic benefits.
- Support ESG, sustainability and social performance initiatives in alignment with IFC Performance Standards, Equator Principles, ICMM Principles and Responsible Gold Mining Principles.
- Manage contractor community performance and ensure alignment with company stakeholder engagement standards.
- Lead stakeholder engagement efforts during community-related incidents and support crisis management processes.
- Manage community affairs budgets, reporting requirements and continuous improvement initiatives.
- Provide leadership, mentoring and capability development to team members and stakeholders.
Requirements: Qualification and Skill
- Bachelor's degree in Social Sciences, Community Development, Public Administration, Political Science, Communications, Environmental Management, Business Administration or a related field.
- Minimum 10 years' experience in government relations, community engagement, stakeholder management, social performance or external affairs within mining, infrastructure, energy or large-scale development projects.
- Demonstrated experience supporting mining projects through feasibility, development, construction and/or operational phases.
- Proven experience engaging government officials, Traditional Authorities, local communities and regulatory stakeholders.
- Strong understanding of Namibian legislation, government structures and stakeholder engagement frameworks.
- Experience in social risk management, grievance processes, land access, compensation and livelihood restoration programmes.
- Knowledge of IFC Performance Standards, Equator Principles and international social performance frameworks.
- Experience managing community development, local content and supplier development initiatives.
- Strong project management, negotiation, conflict resolution and stakeholder engagement skills.
- Excellent written and verbal communication skills with the ability to influence diverse stakeholder groups.
- Experience working in remote mining environments and multicultural settings.
- Driver's licence and willingness to travel extensively within Namibia.
