The numbers coming out of Africa’s mining corridors right now are striking. Zambia’s finance ministry is projecting copper output to surpass one million tonnes in 2026 and reach 1.2 million tonnes by 2027. Barrick is committing two billion dollars to double output at Lumwana. First Quantum has completed a 1.25-billion-dollar expansion at Kansanshi. Copper is trading north of $13,200 per tonne on the London Metal Exchange and recently surged to nearly $13,500, within a thousand dollars of its all-time high. Meanwhile, the Kamoa-Kakula complex in the DRC is expected to exceed 800,000 tonnes of annual copper output, positioning it among the most significant copper assets on the planet.

And yet, across every one of those projects, the same problem keeps surfacing: there are not enough skilled people to run them. This is not a modest skills gap. It is a structural talent crisis playing out in real time and it threatens to undermine one of the most significant mining investment cycles Africa has seen in a generation.

Why the Boom Is Happening Now

Africa holds the world’s most critical concentration of minerals needed for the global energy transition. The continent sits on 55% of the world’s cobalt deposits, 47.65% of global manganese and 21.6% of natural graphite. South Africa alone controls between 80% and 90% of the world’s platinum group metals (PGMs) and more than 70% of global chromium and manganese. Copper and lithium reserves in the DRC, Zambia, Zimbabwe and Tanzania are central to supply chains powering electric vehicles, grid storage systems and renewable energy infrastructure worldwide.

The International Energy Agency projected in 2025 that demand for lithium would increase fivefold between 2025 and 2040. Demand for graphite and nickel will double over the same period. Cobalt and rare earth demand is expected to rise by 50 to 60%, while copper demand will climb approximately 30%. These are not speculative figures. They reflect firm commitments from automakers, technology companies and governments that have locked themselves into energy transition targets.

The investment response has been swift. New mining licences are being issued across the Copperbelt. Existing operations are being expanded and modernised. A series of landmark projects are reaching production-readiness simultaneously: the Kitumba copper project in Zambia, developed by Sinomine Resources, is slated for production commencement in 2026. Zimbabwe’s Arcadia lithium operation is entering a critical phase with a new lithium sulphate plant by Huayou due to begin production imminently. In South Africa, Qala Shallows is transitioning from development to operational ramp-up as the first new underground gold mine in the country in 15 years.

Commodity prices are reinforcing the urgency. Gold has traded above $2,200 per ounce into 2026, supported by macroeconomic uncertainty and central bank buying across Asia and the Middle East. Cobalt prices are forecast to rebound to approximately $15.99/lb in 2026 from $14.81/lb in 2025. Manganese producers are looking at an estimated 45% increase in margin year over year. Analysts at BMI, a unit of Fitch Solutions, expect most mineral and metal prices to average higher in 2026 than in 2025.

The conditions for a generational mining expansion are in place. The workforce to execute it is not.

The Talent Shortage Cuts Across Every Level

Zambia provides the clearest current example of what this gap looks like in practice. The country is experiencing rapid growth in mining, driven by copper but also by accelerating interest in cobalt, nickel and lithium linked to EV battery and energy transition demand. New licences are being granted and existing mines are being expanded alongside plant upgrades and modernisation initiatives. The demand for skills has surged across the board. The local skills base has not kept pace.

At the operational level, the shortfall is acute. Mines need diesel mechanics, fitters, riggers and coded welders. They need heavy equipment operators with experience in genuine mining environments, not adjacent industries. These roles are not exotic and were not historically difficult to fill. Today, they are among the hardest positions to place because the pool of qualified candidates is shrinking while the number of active projects is expanding.

The problem runs deeper as projects scale. Mine engineers, geotechnical engineers, surveyors and professionals in mineral processing, resource estimation and mine planning are all in short supply. There are critical gaps in technical and compliance roles: instrument technicians, environmental management professionals and health and safety specialists with specific risk assessment expertise. Leadership roles are becoming increasingly difficult to fill: experienced supervisors and project managers with the nuanced understanding required for large-scale African mining environments are in genuinely short supply. Then there is the technology gap, which may prove to be the most consequential constraint of all.

Modernisation is creating demand for skills that simply do not yet exist in sufficient volume on the continent. Automation, remote operations, high-voltage systems and data analytics are no longer specialist additions to mining operations; they are increasingly central to how competitive mines are run. The deployment of AI-enabled, 5G-connected autonomous haul trucks, with early efficiency gains exceeding 20% compared to standard fleets, signals where the industry is heading. Zambia currently has very limited capability in this sphere. So do most of its African neighbours. Without urgent and structured intervention, this capability gap will compound over time.

The consequence of all this is a tightening labour market. Experienced professionals are now commanding significantly higher salaries. Competition for talent is intensifying between projects, between countries and between continents. The cost of getting workforce planning wrong is not just a hiring budget problem. It is a project delivery problem.

The Recruitment Model Has to Evolve

Here is where the industry has consistently fallen short: the timing of hiring decisions. Most mining companies engage on workforce requirements far too late. Projects do not move from licence to production overnight. There is typically at least an 18-month window between approval and operational readiness. That window is the ideal moment to begin structured workforce planning. Yet time and again, operations teams focus on engineering, procurement and logistics while workforce strategy is deferred until the pressure is already severe.

By that point, the best candidates have been placed elsewhere. The remaining pool is smaller and more expensive. Mobilisation timelines extend. Projects slip. The costs that careful workforce planning would have prevented accumulate quickly.

Proactive workforce planning means starting the talent conversation at the same time as the project development conversation. It means understanding the full spectrum of roles required at each phase of the project lifecycle, not just at first production but through commissioning, ramp-up and into steady-state operations. It means building a pipeline that includes both expatriate expertise for immediate requirements and structured skills transfer to develop local talent for long-term sustainability.

Expatriate expertise is not a permanent solution. It is a bridge. The strongest workforce strategies use expatriate knowledge to accelerate the development of local professionals rather than to substitute for them indefinitely. Embedding structured knowledge transfer as a core deliverable of every expatriate placement is what separates a workforce strategy that builds lasting capability from one that simply fills seats.

The Geoscience Gap Is an Underappreciated Risk

Beyond the operational and technical roles that dominate most talent shortage discussions, there is a quieter and potentially more damaging gap at the foundation of African mining: advanced geoscience skills.

Africa graduates a large number of talented geoscientists and they contribute meaningfully across critical minerals value chains. However, more advanced skills in geodata science, geometallurgy, predictive modelling and ore system science are significantly underrepresented. These are the disciplines that define where and how exploration dollars are most effectively deployed. They are what determine whether a project moves efficiently from discovery through resource definition to mine planning, or stalls at each transition.

As exploration activity intensifies across West Africa’s gold belts, the DRC’s cobalt and copper deposits, Tanzania’s emerging nickel assets and Zimbabwe’s lithium fields, the ability to deploy technically sophisticated exploration talent becomes a direct competitive advantage. Companies that cannot access this talent will either over-invest in exploration for sub-optimal returns or under-invest and miss deposits that better-resourced competitors will find.

Governments, universities, industry partners and international collaborators must invest urgently in targeted education and training programmes focused on these advanced disciplines. That investment is measured in years and decades, not quarters. The projects commissioning right now need those skills today. Which means that for the near to medium term, the burden falls on recruitment to bridge the gap.

What This Means for Projects Across the Continent

The talent pressure is not uniform across Africa, but no major mining jurisdiction is immune.

In the DRC, the Kamoa-Kakula scale-up and continued development of cobalt assets in the Copperbelt require large numbers of skilled professionals simultaneously. Infrastructure constraints compound the workforce challenge. The country’s road density remains among the lowest globally and electrification rates are a persistent operational issue.

In Zambia, the ambition to surpass one million tonnes of copper production by the end of 2026 requires a workforce mobilisation effort that is already behind schedule. The Lobito Corridor rail expansion, backed by a 553-million-dollar US Development Finance Corporation loan for Angola’s Benguela rail revamp, will ease the logistics picture significantly once complete. But logistics improvements alone do not solve the human capital gap.

In Zimbabwe, the lithium sector is expanding rapidly. The country leads the continent’s lithium output with Mali, Namibia, South Africa, Ghana and the DRC all scaling up. A 450-million-dollar refinery at the Mapinga Industrial Park is advancing. These operations need metallurgists, process engineers and experienced plant operators who understand lithium processing, a specialised discipline in which continental depth is still shallow.

In South Africa, platinum group metals operations face their own version of the same challenge: an ageing workforce in established mines and insufficient pipeline development for the underground mechanised skills that the next generation of PGM assets will require.

West Africa’s gold sector, growing fast as an investment frontier, is competing for the same pool of experienced geologists, mine planners and operations managers that every other African mining jurisdiction wants.

The Opportunity in the Constraint

There is a version of this story that ends badly. Zambia misses its production targets. Expansion projects run over time and over budget because the people needed to execute them were never mobilised correctly. Critical mineral supply chains that the global energy transition depends on become unreliable. Investment appetite softens. There is also a version that works.

If African mining companies and the governments supporting them treat workforce strategy with the same rigour applied to capital allocation and engineering design, the continent’s mineral endowment becomes a genuine and durable competitive advantage. Structured talent pipelines, early engagement with specialist recruitment partners, disciplined expatriate-to-local knowledge transfer programmes and sustained investment in advanced geoscience education are the levers that determine which version of the story plays out.

The commodity cycle is supportive right now. Prices for copper, gold, cobalt and manganese are all trending in the right direction. Capital is flowing into African mining at a pace not seen in years. The Lobito Corridor is being built. The Simandou iron ore project in Guinea, which analysts expect to be a significant force in the global iron ore market once operational, is progressing. The EU’s Critical Raw Materials Act has identified African projects as globally strategic and is channelling technical and financial support accordingly. The window to get the talent strategy right is open. It will not stay open indefinitely.
